Why there is no form
A form stood here until recently. It accepted a subject, showed a confirmation saying the request had entered the pipeline, and sent the request precisely nowhere. There is no intake, no queue and no pipeline, so the confirmation was a fiction about something you had just done.
It has been removed rather than redesigned. Until requests can actually be received and tracked, the honest surface is this page and an email address that a person reads.

How a request would move
The intended design. None of these stages runs today.

The subject enters a public queue with the date it arrived.

Public commentary on the subject is collected, each item kept with its origin.

An explainer is synthesised from that commentary, with the trail back to it kept.

The rubric is applied to the commentary set and a reading is produced.

The draft and its reading are checked before either is shown to a reader.

The entry goes up with its bias register, its sources and its revision history.
